Where I can find information (Doc/Sintaxis) on creating an XML file from a TXT file?

specifically how create the next line:

Un archivo xml es un archivo ascii

yo lo estoy haciendo de la siguiente manera usando TDOSPRN

AR="cuentas.XML'
oPrn := TDosPrn():New(AR)
